The document is signed by Oberst Smilo Freiherr von Lüttwitz (RK 14-1-1942,EL 16-3-1944,Schw.4-7-1944)

Von Lüttwitz was only shortly commander of the Inf.Div.23 as he transformed the division into a Pz.Div.
Von Lüttwitz was also awarded the GWB.
